He was predeceased by: his parents, Harper McNeil and Emma McNeil. He is survived by: his wife Emily Julie McNeil; his children, Yvette Dilligard (Morris), Emma Huger (Malcolm), Pamela McNeil, Terry Scott, Councilwoman Sheila McNeil-Powell, Forrest Patton and Ruth Porcher; and his siblings, Louise Sutton and Bernard Chapman. He is also survived by grandchildren, great-grandchildren, other relatives and friends.
