He was predeceased by: his parents, Charles T. Powell, Sr. and Violet Pauline Powell; his grandson Sawyer Powell; his sister Nancy Murrow; and his siblings-in-law, Nikki Powell and Rev. Clyde Hendrix.

He is survived by: his children, Billy Powell Jr., Jeff Powell (Aylin), Stephanie Dempsey (Patrick) and Jeb Powell (Megan); his grandchildren, Joey Parker (Tabitha), Jesse Schonborn, Cory Powell, Travis Powell (Chelsey), Garrett Powell, Ella Barecante, Patrick Dempsey II (Riiva Bradley), Tamara Davis (Dustin), Andrew Dempsey (Angelah Stager), Benjamin Dempsey (Angelica Hester), Leah Dempsey, Zachary Santiago, Kaleb Santiago, Mya Santiago and Elijah Powell; and his siblings, Sarah P. Young (LaVaughn), Fred Powell (Janice), Barbara Hendrix and Lee Powell. He is also survived by numerous nieces and nephews.
