He was predeceased by: his parent Elisha Kelly; his children, Danny Wayne Kelly, Ronnie Dale Kelly and Resa Morris; and his sisters, Valera Gambrell and Harvlene McClellan.

He is survived by: his parent Elsie Kelly; his spouse Cynthia Kelly; his children, Steven Lee Kelly, Joe Wayne Kelly Jr and Sonya Starr Kelly; his sister Carolyn Howell; and his grandchildren, Elisha Colt McGee and Gracelyn Lee Anna Kelly.

Donations may be made to Richard Campbell Veterans Nursing Home at 4605 Belton Hwy Anderson SC 29621.
