He was predeceased by: his parents, Richard and Irene Higgins Sr. (Swigart); and his wife Lisa K. Higgins. He is survived by: his son Wesley Higgins (Jennifer) of Kittanning; his grandchildren, Hunter and Savannah Higgins of Kittanning; and his girlfriend Diane Smith of Worthington.
