He was predeceased by: his parents, James F. Lower and Levada K. Lower (Kifer); and his sister Joyce A. Michelone. He is survived by: his wife Donna L. O'Neil; his sons, James E. of Williamsburg and Dwayne A. (Kimberly) of Hollidaysburg; his grandchildren, Jessica T. Lower and Joshua J. Lower; and his siblings, Grace L. Thomas, Deborah A. Campbell, Eldin D., Gerald W., Ronald W. and John G. Lower.
