He was predeceased by: his parents, Ross E. "Joe" Norris and Edna Grace Norris (Cunningham); his son Bryan J. Norris; his stepson William Stehley; and his siblings, Darrell Norris, Robert Norris and L. Joan Sherman.
He is survived by: his wife Joyce M. Stehley; his sons, Randall L. Norris (Nancy) of Altoona, Bradley J. Norris (Jerry Benito) of Williamsburg and Todd S. Norris (Corina) of Williamsburg; and his stepchildren, Deborah Snyder, Patricia Dodson, Sharon Vaughn, Daniel Stehley, Karen Williams and Mark Stehley. He is also survived by 24 grandchildren; and 20 great-grandchildren.
