Carter (White, Pennsylvania), born in McKeesport, Pennsylvania, who passed away on February 18, 2021, at the age of 90, leaving to mourn family and friends. He was predeceased by: his parents, Wayne G. Carter and Elizabeth Sari Carter; his son Joseph T. Carter, Jr.; and his siblings, Charles, Morgan Carter and Rosemary Butler.

He is survived by: his grandson Jeffery Carter (Mary Ann) of Buena Vista; his great grandchild Phoenix Pridmore of Plum; and his brother Gordon Carter of McKeesport.
