He is survived by: his wife Lorraine Maughan Carter; his children, Beverly Davis of PeachTree City, Bill Carter (Connie) of White Haven, Brenda Schmaeling of White Haven and Bonnie Sheaman of White Haven; and his sister Geraldine Gaffney of South Carolina. He is also survived by 10 grandchildren and 16 great grandchildren.
