In loving memory of Joanne C. Higley of Wellsboro, Pennsylvania, who departed this world on November 16, 2024 at the age of 89. Joanne leaves behind a legacy remembered by family and friends. She was predeceased by: her parents, Wallace Spencer and Vivian Spencer (Stradley); her husband Horace H. Higley; her sons, Thomas and Donald Higley; and her siblings, Christopher Spencer and Jean Stanley.
She is survived by: her children, Michael Higley (JoAnn) of Wellsboro and Beverly Dochstader of Mansfield; her grandchildren, Terriann Biagi (Dan), Lee Higley (Christie), Tiffany Dochstader, Tara Dochstader and John Blackburn; and her sisters, Jackie Clark and Nancy Mosher. She is also survived by many great-grandchildren.
