He was loved and cherished by many people including: his parents, Richard A. Rutan, Sr. and Wilma C. Temple Rutan; his son Thomas Rutan of Waynesburg, PA; his brother Richard Rutan, Jr. of Waynesburg, PA; and his niece Heather Rutan of Miracle Run.
Visitation was held on Monday, April 28th 2025 from 11:00 AM to 1:00 PM at the Owen-Neely Funeral Home (5894 Mason-Dixon Hwy, Blacksville, WV 26521). A funeral service was held on Monday, April 28th 2025 at 1:00 PM at the same location.
