He was predeceased by: his parents, Carroll J. Portner and Mary Jane Portner (Barkman). He is survived by: his wife Rosemary Portner (Cordell); his daughters, Tammy Farrow (Travis) of Waynesboro and Wendy Balsley (Michael) of Waynesboro; his grandchildren, Destiny Farrow, Sydney Farrow, Landen Balsley and Trenton Balsley; his stepgrandson Michael Balsley, Jr.; and his sisters, Nancy Ridenour of Thurmont, MD and Darlene Sharer of Thurmont, MD. He is also survived by nieces and nephews.
