He was loved and cherished by many people including: his parents, Joseph F. Phillips, Sr. and Laura B. Black Phillips; his wife Ann V. Rankin; his children, Wiley R. Phillips, Jr. (Nancy) of Washington, Trudy Ann Mazza (Lou) of McMurray and Frank Phillips (late Dana) of Washington; and his siblings, Joseph F. Phillips, Jr., Harlin Phillips, Charles Phillips, Virginia Snyder, Ruth Patterson Devers and Mary Gajarsky. He was also cherished by numerous grandchildren, great-grandchildren, and great-great-grandchildren.
