He was predeceased by: his parents, Samuel Garrett and Mabel Loughman Garrett; and his wife Patricia L. Wheeler. He is survived by: his siblings, Carl "Butch" Garrett (Evelyn) of Washington and Bonnie McGowan (Thomas) of Meadow Lands; his sisters-in-law, Janet Kademenos of Washington and Deborah Garrett of Washington; his brother Samuel Garrett; and his niece Michelle McGowan Hoye. He is also survived by several nieces and nephews.
