He was predeceased by: his daughter Barbara Jean Phelan; and his brother Jack Wesley Phelan. He is survived by: his wife Jean McStea Phelan; his daughters, Kathy Phelan Wells Orr and Nancy Lynn Phelan; his granddaughter Anna Jo Phelan; and his nephew Randy Phelan.
