He was predeceased by: his parents, Harry E. Phillips and Wilma M. Dague Phillips; his spouse Cleo M. Hillbery Phillips; and his siblings, Herbert Phillips, Ethel Phillips-Ryan (Robert) and Helen Phillips-Grandel.

He is survived by: his sons, Donald L. Phillps (Denise) of Florida, James M. Phillips (Michele) of Washington and David W. Phillips (Mary) of Canonsburg; his grandchildren, Amanda Phillips, Justin Phillips (Summer), Donald Phillips Jr., Paige King (Justin) and Carley Phillips; his great grandchildren, Annabelle, Hunter and Logan; and his siblings-in-law, Jack Grandel and Lois Phillips.
