He was predeceased by: his parents, Robert Rugar and Wilma Bennett Rugar; and his wife Barbara Potts. He is survived by: his children, Teri Lyn McChesney of North East and Todd D. McChesney of Erie; and his sister Donna Brown. He is also survived by five grandchildren.
