He was predeceased by: his parents, Dewey Jay and Marie Jay (Williams); his spouse Viriginia P. Jay (Gilpin); and his siblings, David, Richard Jay, Arlene Felton and Naomi Whisel.

He is survived by: his children, Jerri Locke (late Jim) of Bedford and Dennis "Lynn" Jay (Terri) of Hermitage; and his grandchildren, Amber, Kris, Preston and Carly. He is also survived by six great-grandchildren.
