She was predeceased by: her parents, Roy A. Sampsell, and Janet R. Sampsell, Sr. (Noland); and her brother Roy A. Sampsell Jr.. She is survived by: her husband John C. Powell; her sister Linda G. Burns (Randall) of Keedysville, MD; her nieces, Nicole D. Twigg (Allen) of Falling Waters, WV and Megan L. Ryan (Matthew) of New Market, MD; and her great-niece Madelyn R. Ryan of New Market, MD. She is also survived by several other nieces and nephews.
