He was predeceased by: his parents, Dr. Alfred Carter and Oreta Justice; and his siblings, Alfred Carter, James Carter, Ann Cerra, John Carter and Joan Carter.

He is survived by: his wife Gracemary Carter (Scavone); his children, Thomas Carter of Cranston and Michael Carter (Chrissy Carter) of Rollinsford; and his brother Robert Carter. He is also survived by nieces and nephews.
