He was predeceased by: his parents, Thomas Phelan and Louise Phelan; and his sibling Thomas Phelan, Jr.. He is survived by: his wife Rosemarie Phelan; his daughter Kimberly Wolfram; and his siblings, Patricia Maguire, Carolyn Hunt and Martin Phelan. He is also survived by family including many in-laws, nieces, nephews, and lifelong friends.
