He was predeceased by: his parents, V. Roscoe Carter and Alice Hilton Carter; his son Vern; and his siblings, Clair Carter, Calvin Carter and Mary Elizabeth Carter.

He is survived by: his wife Thomasine Donnelly Carter; and his daughters, Susan Harnish, Wanda Findley (John) and Linda Howard.
