He was predeceased by: his parents, Forrest C. Tubbs and Ruth Moore Tubbs; and his brother Clifford Tubbs. He is survived by: his wife Rose M. Higley; his daughters, Denise R. Dibble (Mel) of Smethport and Lisa L. Eaton (Patrick) of Eldred; his grandchildren, Amanda App (Chris) of Eldred, Amelia Dibble of Platteville, Wisc, Melissa Dibble of Indiana, PA, Clinton Dibble of Smethport and Dakota Eaton of Eldred; and his great grandchildren, Dawsyn and Vanek App of Eldred.

Friends are encouraged to wear masks at the funeral home.
