He was predeceased by: his parents, Roby K. Phipps, Sr. and Mary Laus Phipps; and his sister Donna Conaway. He is survived by: his son Dean Phipps (Anita); and his sisters, Nancy Brown, Carol Eary, Eleanor Rice and Jannie Cromleigh.
