He was predeceased by: his parents, Patrick H, Sr. and Grayce Hibbs Arter; and his siblings, Audrey McPherson and Patrick H. Arter, Jr.. He is survived by: his children, Faith Arter (Jon) of Newport, RI, Kathy Reeping (Mark) of Rochester, MN, Jim Arter (Charlotte) of Hamilton, VA and Harvey Arter, Jr. (Jen) of Elkton, MD. He is also survived by eleven grandchildren; eleven great-grandchildren; one niece and eight nephews in addition to several Great nieces and nephews.
