He is survived by: his children, Diane Jackson (T. R.), Stephen Carter (Belinda) of Franklin, Scott Carter of Oil City and Duane Carter (Lisa) of Oil City; and his siblings, Bob Carter (Ann) of Oil City, Terry Sutton (Marie), Joyce Wetjen (Brad) of Rocky Grove and Twila Wengard (Enos). He is also survived by 13 grandchildren and 27 great grandchildren.
