He was predeceased by: his parents, Virgil Edward and Mildred Irene Latchaw Tarr; and his siblings, Ed Tarr, Yvonne Strain, Loretta Anderson, Shirley Jarzenski, Leda Tarr and Betty Orr.
He is survived by: his children, Dawn R. Kilgore (William) of Oil City and Timothy J. Tarr (Cathy) of Oil City; and his grandchildren, Haylee, Megan Kilgore and Benjamin Tarr. He is also survived by three sisters and a brother.
Memorials may be made to the Venango County Humane Society.
