He was predeceased by: his parents, Richard S. Hess and Elizabeth Hess (Boord); his wives, Carolyn J. Hess (Eddinger) and Joyce M. Hess (Lundblad); and his siblings, Pauline Oden, Margaret Say and Richard Pearce Hess.
He is survived by: his daughter Barbara Hess; his granddaughter Roberta Gallentine (Douglas); and his great grandchildren, Douglas Gallentine Jr. (Tiffany) and Erin Jungknecht (James).
Due to the COVID-19 pandemic there will be no public viewing or visitation.
In lieu of flowers, Howard's family suggests donations be made to: Eicher's Family Home or The National Alzheimer's Association.
