He was predeceased by: his parent William C. "Chet"; and his siblings, Leonard R. Neil, Sr. and Joyce Lynch. He is survived by: his parent Ruth Ellen Fields Neil, Sr.; his wife Phyllis A. Tolley Neil; and his daughter Bethany A. Woodward (Brent). He is also survived by several aunts, uncles, nieces, and nephews.
