He was predeceased by: his parents, Catherine Ludlow (Biles) and Russell I. Ludlow, Sr.; his former wife Catherine Ludlow (Neill); his daughter Janet Ann Ludlow; and his sister Katherine Rowe.
He is survived by: his wife Joan C. Hegge; his son Russell Allen Ludlow; his granddaughters, Erin Ludlow (Daniel Osborne) and Christianna Ludlow; his sister Pat Thomas (Thomas); and his stepchildren, James E. Hegge (Marianne), Steven M. Hegge (Dolleen) and NJ.
In lieu of flowers, contributions may be made to the Dillsburg Arts Counsel, P.O. Box 293, Dillsburg, PA 17019, for the upkeep of the Historical Presbyterian Church Memorial Garden.
