He was predeceased by: his parents, Irvin (Velma Kendall Carter) and Ken-Hi; his sister JoAnn; and his grandson Devin Romandy. He is survived by: his wife Cynthia L. Rusz Carter; his daughters, Kirsten M. Carter, Deborah L. McKain (David) and Paula A. Romandy (Justin); his grandson Paul Rodriguez (Cortney); his great grandchild Mila; his grandchildren, Alexander, Delaney Rodriguez and Nora Serrano (Christian); his great grandchild Mateo; his grandchildren, Paige Carter and Mya Hubbard; his great grandchild Carter Pannell; his grandson Tyler Romandy; his son-in-law Dean Rodriguez; his sister-in-law Karen Jenniches (Albert); and his sister Grace. He is also survived by several other brothers and sisters-in-law.
