He was predeceased by: his parents, Leroy L. Hoover and Carol L. Hoover (Armstrong); his grandparents, Dorothy I. Armstrong (Fennell) and Earl Armstrong; and his aunt Diane Armstrong.

He is survived by: his brother David E. Hoover of Natrona Heights.
