He was predeceased by: his parents, William E. Baxter and Florence Baxter (Evans); and his brothers, William Baxter Jr. and Howard Baxter. He is survived by: his wife Martha A. (Gross); and his children, Florence Kark (Phill) of Mount Joy, Jean Kark (Joe) of Millersville, Jason Baxter (Sarah) of Boiling Springs and Melody Englert of Asheville, NC.
