She was predeceased by: her mother Ruby Hall Lytle; her stepdaughter Jennifer Lowdermilk; her sister Doris Nickler; and her father-in-law Clayton Rugg. She is survived by: her father Harry Lytle of Ursina; her husband Larry Rugg; her children, Steven Rugg (Erica) of Connellsville, Cindy Henry and Todd Fullem of Normalville; her grandchildren, Caitlin Nicholson (Nick), Cody Henry (Leanne), Kate Schultz (Isaac), Hannah, Haley, Jacob, Ryleigh Lowdermilk, James Stevenson, Jr. and Alyssa Stevenson; her great grandchildren, Alaina, Braylee, Carsyn, Dustin, Luke and Parker; her siblings, Danny Lytle of Ursina, Brenda Chidester of Ursina and Lois Burnsworth of Somerset; her mother-in-law Betty Lou Rugg; and her sisters-in-law, Nancy Rugg, Kathy Rugg and Denise Rugg (Tim).
Anyone planning to attend the viewing or services are required to wear a mask and practice social distancing due to the COVID situation.
Penny was a graduate of Turkeyfoot High School and she was active in the American Cancer Society, being a cancer survivor herself.
