He was predeceased by: his parents, Billy A Neff and Louise Gardner Neff; and his brothers, Ronald and Gary Neff. He is survived by: his close friend Brenda H. Hall of Mill Hall, PA.; his children, Sonya Smeal (Eric) of Mill Hall, PA and Christopher Hall (Jenelyn) of Alexandria, VA.; and his cousin Jerry Spangler of Blanchard, PA.. He is also survived by Nieces, nephews and cousins.
