She is survived by: her children, Steven Scott Higgins of Windsor and Stephanie Lynn Higgins-Goff of New Cumberland; her children-in-law, Jodi Higgins and Steve Goff; her grandchildren, Bridget, Mason and Connor Higgins; her sister Gail Irene Miller-Dougherty of Red Lion; her brother-in-law Michael Dougherty of Middletown; her nieces, Jenna Miller-Ritter of York and Missy Hobson-Stalcup; her nephew Danny Hobson of Georgia; and her pet Bentley.
In lieu of flowers, the family asks that donations in Pam's name be made to Meals on Wheels, Humane Society, VFW, Wounded Warrior Project or Easter Seals.
