He was predeceased by: his parents, Charles Evans Allen, Sr. (Deac) and Rachel Graham Allen. He is survived by: his sisters, Judith M. Allen, Virginia A. Higgins and Helen G. Allen; his wife Shirley; his children, Charles Evans Allen, III (Wendy), Jody Allen Evangelista (Bryan), Jennifer Hall Allen and William Bradley Allen (Tara); and his grandchildren, Isabella, Nicholas Evangelista, Zachary, Tyler, Elizabeth Allen, Evan and Jack Allen.
In recent years, he became involved with the Chesapeake Bay Foundation, subscribing to the Bay Journal and eagerly awaited every issue.
