He was predeceased by: his parents, Clifford M. Budinger and Ruth B. Barton; his wife Phoebetta Bierly; his brother Garth Budinger; and his stepdaughter Lisa Bardo.
He is survived by: his children, Gary M. Budinger (Susan) of Loganton and Lori Clark (Boyd Jr.) of Jersey Shore; and his stepson Mark Donnell (Gwen) of South Williamsport. He is also survived by 5 grandchildren; a step-grandchild; and 5 great-grandchildren.
