He was predeceased by: his parents, Alvin Dale and Ellen C. McCarrell Carter; his former wife Bertha Lou "Sis" Corwin; and his brother T. Lee Carter. He is survived by: his wife Sheila Gary Phillips; his children, Connie Weaver (Rick), Donald Carter and Ronald Carter (Amy); his stepdaughters, Robin Ranager (Tom), Jymme McQuillan, Christie Hoffman (Chester) and Sherry Foster; his siblings, Jay D. Carter and Lois Anne Risser; his grandchildren, Megan Hickman (Jerry), Morgan Weaver, Michele Waller (Slade), Riley Carter and Regan Carter; and his great grandchildren, Ayden Horr, Brayden Hickman and Brooklyn Hickman.
