He was predeceased by: his parents, Richard L. Waters and Thelma Waters (Smith). He is survived by: his spouse Cheryl Waters (Harkins); his children, Cheri Waters of Marietta and Andre Waters of Mount Joy; his grandchildren, Colby and Dominique Waters; and his siblings, Judith Waters of Marietta, Phillip Waters (Adrienne) and Gregory Waters (Wanda K.) of Marietta. He is also survived by five great grandchildren, three nieces and nephews.
