He was predeceased by: his parents, Frank E. Payne, Sr. and Evelyn Caldwell Payne; his son Charles Payne; and his sisters, Dorothy Staub and Sherry Stinebiser.
He is survived by: his wife Grace M. Skelly; his sons, Chris Payne (Diane) and David Payne (Sally); his grandchildren, Amanda Young (Brandon), Kristi Newton (Ben), Joe and Cortney; his great grandchildren, Owen and Connor; and his sister Martha Brewster.
