He was predeceased by: his parents, Frederick L., Sr. and Ruby Wheeler Bilby; and his sisters, Ella Mae Spade and Miriam Vonada. He is survived by: his former wife Margaret E. "Nancy" Herr Bilby; his wife Janet Wagner; his daughter Deborah Eichenlaub (Jeff) of Virginia; his stepchildren, Alison Gadd (Frank) of Ohio, Erin Snyder of North Carolina and Philip Snyder of Lock Haven; his sisters, True Coleman of Lock Haven and Shirley Shaffer of Lock Haven; and his grandchildren, Adrean Fortuna (Matt), Damon Grove (Linda), Alicia Wray (Levi), Amanda Flynn (Ryan), Amelia Gadd and Lydia Gadd. He is also survived by four great grandchildren.
In lieu of flowers, memorial contributions may be made through the funeral home to the Clinton County SPCA.
