Tolbert of Lock Haven, Pennsylvania, born in Salona, Pennsylvania, who passed away on March 25, 2023, at the age of 93, leaving to mourn family and friends. She was predeceased by: her parents, Harold Neff and Harriet Boob Neff; her husband Ralph Tolbert; and her siblings, Nancy, Ralph, Robert, Charles, Russell and Kenneth Neff.
She is survived by: her sister Margaret Mumbauer (Carl) of South Williamsport; and her nieces and nephews, Karen Rudock (Richard) of Mechanicsburg, Steven Neff (Frances) of Salona, Jeff Neff (Tammy) of Castanea, Terry Neff (Diane) of Castanea, Jodi Cramer (Kurt) of Lewistown, Kevin Mumbauer (Jenny) of Montoursville and Robbie Neff (Kate) of Lamar.
