He was predeceased by: his parents, Wayne Kelts and Kathryn Kelts (Baxter); his brother-in-law Kenneth Brass; and his great grandchild Ryan Mills. He is survived by: his wife Eloise Kelts; his children, Larry Kelts (Diane) of Newark, DE, Wendy Rexford (James) of Greenwood, NY and Sylvia Wynkoop (Cal) of Wellsboro, PA; his grandchildren, Kristie Chamberlain (Jeff), Adam Kelts, Tim Rexford (Dawn), Amy Mills (Mike), Stacey Williams (Lee), Melissa Wilson (Dave) and Cassie Wynkoop; and his sister-in-law Muriel Brass. He is also survived by 14 great grandchildren.
Memorial donations in Richard's memory may be made to the Knoxville Public Library or the Knoxville Yoked Church in Knoxville, Pa. 16928.
