He was predeceased by: his parents, William J. Mulligan and Josephine Mulligan (Curran); his wife Patricia Ann Mulligan (Kuhn); and his brother Robert Mulligan. He is survived by: his children, William T. Mulligan, Jr. (Karen), Marianne Donato (Frank), Patricia Povish (late Eric) and Maureen Dowling (Charles); his grandchildren, Francis Donato (Kathleen), Kristin Gifoli (Ralph), Matthew Donato (Ashly), William P. Mulligan, Maura Jannetta (Aaron), Deirdre Mulligan, Shauna Wylesol (Timothy), Eric Povish (Jennifer), Tara Povish, Brendan Dowling, Connor Dowling, Keegan Dowling and Delaney Dowling; his great grandchildren, Emma Donato, Francis Donato, Juliana Gifoli, Dominic Gifoli, Rocco Gifoli, Matthew Donato, Adeline Donato, Madison Wylesol, Hank Jannetta, Maeve Jannetta and Charlie Povish; and his siblings, Charles Mulligan (Carol), Ruth Mulligan, Marlene Wydro and JoAnn Reilly (Pat).
