He was predeceased by: his parents, Walter S. Van Winkle, Sr. and Violet Huber Van Winkle; his siblings, Walter S. Van Winkle, Frederick L. Van Winkle, Dorothy V. Saltzer and Hilda Sando; and his half-sister Cathryn Huber.
He is survived by: his wife Shirley M. Van Winkle; his daughters, Sherrie Brandt (Samuel) of Middletown and Annette Foster (George) of Columbia, MD; his sister Gloria Rathfon; his half-brother Dale Van Winkle; his granddaughters, Sarah Vogel, Heather Arbogast (Gregory) and Nicole Battista (Christopher); and his great grandchildren, Layton, Emma Arbogast, Amelia Battista and Kalieb Chortanoff.
