He was predeceased by: his parents, Francis J. Ruggear and Helen Ruggear; and his sister Eileen Testa. He is survived by: his siblings, Kathy Ruggear, Susie Ruggear and Joe Ruggear (Pam); his nephew Ed Quintus (Lisa); his nieces, Debbie Yost (Ed) and Christine Lynch (Wil); and his brother-in-law Charles Testa. He is also survived by several great nieces and nephew.
