He was loved and cherished by many people including: his parents, Robert Garland and Joan Garland; his siblings, Susan, Robert Jr. (Mimi Regan), Lisa (Bernard D'Amour), David and Brian; his nieces and nephews, Christopher, Heather Garland and Christian Hillanbrand; his former wife Stacey; his friends, Frank Knox and Edward McGrath; his stepdaughter Jen O'Donnell; and his niece Michelle D'Amour.
In lieu of flowers, memorial contributions may be made in Billy's name to the Providence Animal Center 555 Sandy Bank Rd.
