He was predeceased by: his parents, Gloria J. Bell Bixler and Padro Valentine; and his sisters, Rebecca Renee Bixler, Denise R. Hill and Kelly Marie Hill.
He is survived by: his wife Peggy Sue Runkel Bell; his children, Phil C. Bell (Melissa) of Carlisle, Robert E. Bell, Jr. (Angela) of Middletown, Rick Hernandez of Carlisle and Rosemary M. Bell of Middletown; his grandsons, Donté J. Cruz, Miquel A. Cruz, Nathan A. Bell, Tony Romo, Jr., Quinton Hernandez and Jayden Hernandez; and his great grandchildren, Beyah Sillis, Nafis Sillis and Aayan Sillis.
