She is survived by: her husband Douglas Wayne Carter; her sons, Bobby Joe Carter of Hagerstown, MD, Christopher Allen Carter (Kristin) of Frederick, MD and Cody Justin Carter of Greencastle, PA; her siblings, Margaret Kemp, Rhoda Ernst and Samuel Kemp, Jr.; and her grandsons, Cam Tycen Carter of Hagerstown, MD, Cole Michael Carter of Frederick, MD. and Jack Jameson Carter of Frederick, MD..
