He was predeceased by: his parents, Marian L. Starz, (Andrews) and Joseph Andrew Starz, Sr.; his sister Joan "Pete" Meisenhelder; and his son-in-law Thomas H. Prowell. He is survived by: his wife Rev. Jacqueline F. Starz (Freeman); and his children, Doug Starz, Fay Ganster (Jason), Joseph Starz, III (Lori) and Pamela Prowell. He is also survived by 9 grandchildren; and 9 great-grandchildren.
